Shell UK in Weyhill Road has applied for a round-the-clock licence to sell alcohol for consumption off its premises.
The business has also applied to sell late night refreshments between 11pm and 5am.
A notice published by Test Valley Borough Council says that an application was made for a premises licence under Section 17 of the Licensing Act 2003.
The notice has cited applicant as Shell UK Oil Products Limited and address of premises as Shell Waitrose Portway, 280 Weyhill Road, Andover, Hants., SP10 3LS.
The council said any person wishing to make representations on this matter shall give notice, in writing, stating the nature and grounds for making such representations to The Licensing Officer.
