MAGISTRATES have handed an Andover driver penalty points for having no licence or insurance.
Valentin Cojocariu, of Betal Place, on Friday, November 5, 2021, drove a silver Ford Focus on Hollies Court without a licence or insurance.
Later that month, the 20-year-old failed without reasonable cause to surrender to custody at North Surrey magistrates' Court having been released on bail.

During a hearing held at Basingstoke Magistrates' Court on July 11, Cojocariu pleaded guilty to the offences.
Magistrates handed Cojocariu six penalty points and ordered a fine of £480 to be paid.
Court costs of £85 and a surcharge fee of £48 must also be paid.
