Test Valley Borough Council (TVBC) is asking residents to give feedback on proposed changes to a council tax support scheme.
The support scheme helps working-age households with their council tax bills.
Local authorities have managed these schemes since the council tax benefit was abolished in 2013, with pension-age households protected by a national scheme.
The proposed new scheme would use income bands, allowing residents to easily see their eligible support based on their household make-up and net weekly earned income.

The scheme would retain 100 per cent council tax support for households receiving certain disability benefits with no earned income.
Other households could receive up to 90 per cent of their council tax liability through support.
The proposed scheme would mirror Universal Credit rules where possible.
A discretionary hardship fund would be included to help those who would receive less support under the new scheme.

Councillor Maureen Flood, portfolio holder for finance and resources, said: "It’s so important that people in Test Valley are having their say on these proposed changes, as we need to make sure that all our decisions have our residents at the forefront.
"The proposed new scheme is much clearer for our residents.
"Please take a few minutes to answer the questions in the consultation as your voice is needed."
