PLANS to change a barn into five homes, complete with gardens, have been permitted by the council following several appeals.

The plans to change the use of Dipper Barn Farm, Manor Farm Lane, Tufton, from an Agricultural Building to a Class 3 Dwellinghouse Consisting of Five Number Dwellings have been permitted by Basingstoke and Deane Borough Council, subject to conditions.

The barn, built in the late 1960s, has previously been used for housing cattle, rearing chickens and storing agricultural equipment.

Proposed plans would see existing structures including a chicken coop, fencing and a dog kennel demolished in order to convert the structure into five separate residences, each with its own lawn.

Ryan Snow, of Bell Cornwell Chartered Town Planners, wrote a covering letter on behalf of client Michael Prydderch, stating that following a number of appeals, "This current application is made in order to ensure that the change of use of the building would be lawful, together with the implementation of the operational development already granted permission."

The plans did see one objection from a neighbour, Mr Tony Dowle, who said: "We object to the statement at paragraph 1.12 of the planning support and access statement that states the site has a right to access water from the borehole operated by Tufton Water Company.

"As the director of that supply company, I say that the supply is limited in the title to agricultural land use only and is also subject to the payment of costs.

"The description in the application for the proposed works states that no new water supply is required. A detailed letter has been sent to the Planning Department."

Jonny Elliott, of Hampshire County Council also explained that the development would not cause any issues to roads.

He said: "The development proposals are similar to those approved under previous applications, therefore, there are no objections to the proposal subject to any previously suggested highways-related conditions being included on the decision notice."

Jeni Jackson, head of planning and infrastructure at Basingstoke and Deane Borough Council gave the following reason for approval: "The transitional provisions set out in Article 10 of the Town and Country Planning (General Permitted Development) (England) (Amendment) Order 2024 states that 'developers may make an application for a determination as to prior approval in relation to previously permitted development under Class Q until the end of 20th May 2025'.

"Therefore the development would comply with Schedule 2, Part 3, Class Q (a) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended)."
